NEW HOPES DASHED

Back in 2007, 433 MEPs signed a written declaration (WD40/2007) drafted by Animal Defenders International (ADI) urging for an end to the use of great apes and wild-caught monkeys in experiments and a timetable for the phasing out of the use of primates.

We have been working with ADI to lobby MEPs to support these measures as part of the revised Directive. However, following the introduction of the proposed new Directive, some MEPs on the Industry and Research Committee and the Agriculture Committee tabled amendments to weaken these improvements, and even diminish existing legislation. This is no doubt as a result of the intense lobbying by pharmaceutical companies and the research industry.

We are sad to report that the majority of MEPs voted in favour of these changes. For instance, whereas the draft Directive restricted the use of non-human primates to life-threatening and debilitating conditions, MEPs have voted to lift this restriction. Similarly, the banning of the use of great apes, another positive measure in the draft, has now had a number of exceptions included and, in addition, the proposed seven-year phase out of the use of primates whose parents were wild caught has been delayed indefinitely. The draft Directive now moves to the Council of Ministers for discussion.
